§ 18-29. Local improvements to be done under city engineer's supervision and to plans, specifications, etc., prepared by him; time for opening bids or proposals for such work; all specifications or plans for street improvements to include provisions for proper grading.

    The work of all local improvements shall be performed under the supervision and direction of the city engineer and in accordance with plans and specifications prepared and grades established by him, unless otherwise provided by law or ordered by the common council.

    2.

    Such plans and specifications shall be fully prepared prior to the advertisement for proposals for the performance of such work.

    3.

    The time fixed for receiving and opening bids or proposals for such work shall be at least ten (10) days after the date of the first publication of the advertisement therefor. Proposals for the performance of the work of any local improvement may be advertised for and the contract or contracts for such work let upon the adoption of the ordinance ordering the same.

    4.

    Whenever any plans and specifications shall be prepared by the city engineer or contract let for the paving, repaving or macadamizing of any street they shall include the proper grading thereof, and the adoption or approval of such plans and specifications, or the ordering of the improvement in accordance therewith, shall be deemed to legally establish the grade of such street as so fixed.
