§ 5-25. Issuance or denial of building permit.

It shall be the duty of the superintendent of building to approve or reject any application made to him for a permit as hereinbefore provided within a reasonable time. Any permit which may be issued by said superintendent pursuant to the provisions of this act and under which no work is commenced within one year from the date of issue shall expire by limitation.
