§ 25-2. Definitions.

  • Whenever used in this chapter, unless a different meaning clearly appears from the context:

    a.

    Airport shall mean the Syracuse Hancock International Airport.

    b.

    Airport bus shall mean a motor vehicle with a seating capacity of more than fifteen (15) adults in addition to the driver, operated for the use and convenience of the public to or from the airport, usually along the same route or between stated termini, or on a fixed schedule, carrying passengers for hire, and the property and equipment used in connection therewith. It does not include buses, as defined in section 8-1 of the Revised General Ordinances of the city of Syracuse, or motor vehicles operated in what is commonly known as taxicab service unless such service becomes or is held out to be regular service between the airport and stated termini.

    c.

    Airport bus driver license shall mean the license issued by the city to a driver of an airport bus entitling the licensee to drive an airport bus.

    e.

    Campus carrier shall mean an educational institution or associations having affiliations therewith engaged in the operation of a motor vehicle operated for the exclusive use and convenience of its students and used to carry students between the airport and the educational institution without charge.

    f.

    Chief shall mean the chief of police of the city of Syracuse or his designee.

    g.

    City shall mean the city of Syracuse.

    h.

    Contract carrier shall mean a person engaged in the operation of a motor vehicle utilized in the business of transporting passengers for compensation, other than in the operation of a bus line, as defined in section 2 of the State Transportation Law. It does not include:

    (a)

    Motor vehicles operated in what is commonly known as taxicab service, unless such service becomes, or is held out to be regular service between stated points, localities, areas or territories not wholly within a municipality; and

    (b)

    Service provided by an airport bus, as defined in this chapter.

    i.

    (1)

    Ground transportation services shall mean the operation of a taxicab, airport bus, campus carrier, hotel carrier or contract carrier.

    (2)

    Ground transportation officer shall mean the person appointed by the city or with whom the city contracts to assist in the enforcement of this ordinance [chapter].

    j.

    Hotel carrier shall mean a hotel engaged in the operation of a motor vehicle used for the transportation of the hotel's patrons from the airport to the hotel and to the airport from the hotel and operated without cost to the passengers.

    k.

    Ground transportation license shall mean a vehicle license entitling an owner or operator to utilize a licensed vehicle as a taxicab or airport bus within the jurisdiction of the city.

    l.

    Person shall mean an individual, a firm, a corporation, a partnership or an association.

    m.

    Rate card shall mean a card on which is printed the tariff rates applicable within the jurisdiction of the city as provided by this chapter.

    n.

    Taxicab shall mean a motor vehicle equipped with a taximeter, having a seating capacity for passengers of not more than eight (8) persons, in addition to the driver, and used in the business of transporting passengers for compensation from one point to another and not operated on a fixed route.

    o.

    Taxicab driver shall mean any person who drives a taxicab, whether he is the owner or operator of the taxicab or is employed by a taxicab owner or operator.

    p.

    Taxicab driver license shall mean the license issued by the city to a driver of a taxicab, which entitles the licensee to drive a taxicab.

    q.

    Taximeter shall mean an instrument or device required by this chapter by which the charge for hire of a taxicab is calculated and on which such charge is plainly indicated.

    r.

    Bus, for the purposes of this chapter only, shall mean every motor vehicle, other than taxicab, contract carrier, hotel carrier or campus carrier, used for the transportation of persons for compensation.
