§ 39-1. Policy statement.

  • The city of Syracuse reaffirms its policy of equal employment opportunity for all individuals regardless of race, color, sex, religion, creed, age (18 and over), marital status, national origin, disability or Vietnam Era veteran status. Furthermore, the city is committed to promote the full realization of equal employment opportunities through a continuing positive program. Thus, not only will such a program benefit those who are employed in the public sector, but will also benefit the city as an employer opening its doors to untapped human resources in the Syracuse community.

    To implement this policy the city will undertake the following activities:

    (1)

    Development of programs to eliminate all unjust exclusionary employment practices, policies and consequences.

    (2)

    Development of policies to provide fair and equal opportunities in training and educational programs for members of the protected classes, which shall comprise members of racial, religious or ethnic minority groups, women, individuals with disabilities and Vietnam Era veterans.

    (3)

    Development of personnel practices, policies, and career ladders to assist and encourage upward mobility of employees.

    (4)

    Development of mechanisms for swift and judicious resolution of problems of human rights discrimination.
