§ 14-21. Yard waste.

  • Yard waste and wood waste includes leaves, grass clippings, garden debris, wood, and branches free of metal and other materials.

    (a)

    Unless otherwise determined by the commissioner, yard waste collection by D.P.W. shall occur according to the collection week schedule set forth below. Material must be set out to curbside, not covering or obstructing existing sewer vents, not in the roadway, and not blocking sidewalks, unless otherwise approved by D.P.W.

    (b)

    For the purpose of waste collection the city is divided into four (4) quadrants:

    Northeast quadrant. That portion of the city:

    (1)

    North of the following: Starting at the east end of Erie Boulevard at the city line; west on Erie Boulevard to Salina Street; and

    (2)

    East of the following: Starting from the intersection of Salina Street and Erie Boulevard; north on Salina Street to Butternut Street; northeast on Butternut to Hillside Street; northeast on Hillside Street to the city line.

    Southeast quadrant. That portion of the city:

    (1)

    South of the following: Starting at the east end of Erie Boulevard at the city line; west on Erie Boulevard to Salina Street; and

    (2)

    East of the following: Starting from the intersection of Salina Street and Erie Boulevard; south on Salina Street to the city line.

    Southwest quadrant. That portion of the city:

    (1)

    South of the following: Starting at the west end of Onondaga Street at the city line; east on Onondaga Street to Salina Street; and

    (2)

    West of the following: Starting from the intersection of Salina Street and Onondaga Street; south on Salina Street to the city line.

    Northwest quadrant. That portion of the city:

    (1)

    North of the following: Starting at the west end of Onondaga Street at the city line; east on Onondaga Street to Salina Street, including Malcolm Sreet; and

    (2)

    West of the following: Starting from the intersection of Salina Street and Onondaga Street; north on Salina Street to Butternut Street; northeast on Butternut to Hillside Street; northeast on Hillside Street to the city line.

    (c)

    From April through October of each year, waste will be collected once a month from each quadrant accordingly:

    Northeast quadrant: The week following the first Sunday of each month.

    Southeast quadrant: The week following the second Sunday of each month.

    Southwest quadrant: The week following the third Sunday of each month.

    Northwest quadrant: The week following the fourth Sunday of each month.

    No waste collection will be scheduled for the week following the fifth Sunday of any month.

    (d)

    Maps presenting each quadrant and collection schedule shall be made available from the commissioner of D.P.W.

    (e)

    Waste must be set out before 6:00 a.m. on the Monday of each quadrant's collection week. Yard waste must not be set out before 5:00 p.m. the Saturday preceding the collection week.

    (f)

    D.P.W. may refuse service if the material is judged contaminated. Material may then be disposed of by the D.P.W. as either construction and demolition debris or solid waste if the material meets requirements of these wastes with respect to containerization, volume limits, and frequency of pickup.

    (g)

    Material must have been generated from the property abutting the curbline or have come from the immediate vicinity of the property. This service may not be used more than six (6) times annually.

    (h)

    Use of parkways for depositing this material is prohibited.

    (i)

    Leaf collection is scheduled by the city from October 15 to November 30. The collection week schedule will not apply during this period. Leaves must be raked to the curbline and must not block catch basins or impede normal street drainage. Leaves must not be placed in plastic bags. Large paper bags designed for this purpose may be used. Leaf piles accumulated after November 30 must be reported to D.P.W. and pickup arranged.

    (j)

    Grass clippings should remain on the property where they are generated. Leaving clippings on lawns, using them as mulch, or composting them is recommended. Persons wishing to dispose of grass clippings shall purchase large paper bags designed for yard waste from the D.P.W. or similar bags from a private retailer. The cost of these bags sold by the D.P.W. shall be determined by the commissioner. Collection shall occur as part of normal yard waste collection services.

    (k)

    Home composting of yard waste is encouraged where possible. Integration of kitchen peelings and vegetative organic matter into compost bins or by direct burial into the soil shall be permitted. Operation of compost and direct burial shall be in accordance with guidelines provided by the commissioner for these types of facilities.

    (l)

    Yard waste, including leaves, generated by a private contractor performing work on any real property must be removed by the contractor at his/her expense.

    (m)

    Failure to comply with the provisions listed above shall be a violation and result in the application of penalties provided in section 14-15.
