§ 14-25.2. Schedule of charges.

  • Pursuant to Article 8, Title 13-B of the Public Authorities Law, as amended, entitled Onondaga County Resource Recovery Agency, and an intermunicipal agreement entered into between the County of Onondaga and the city of Syracuse, executed by the city pursuant to Ordinance No. 525 adopted on October 3, 1988, the common council annually shall, by ordinance adopted on or prior to October 14 and commencing in 1991, determine the method of payment of solid waste collection service, viz.:

    First method: The city of Syracuse, by its commissioner of public works, shall submit to the agency a list of each person receiving city solid waste collection service to whom or to which, as the case may be, a billing period statement shall be provided, and the commissioner of public works shall update this list at least thirty (30) days before the dose of each billing period. Such persons shall be deemed to be the city's designated persons, as defined in the intermunicipal agreement. Concurrently with this list, the commissioner of public works, on behalf of the city, shall also supply to the agency a proposed method of apportioning the costs of solid waste disposal among its service recipients. The Commissioner of Public Works shall submit to the common council annually, prior to September 1, the proposed schedule of charges which shall be sufficient to pay the city's obligation under the terms of the intermunicipal agreement.

    Second method: The common council may inform the agency that the city elects to receive a bill equal to the amount of solid waste tonnage delivered to the system by the city.

    In the event the common council fails to adopt an ordinance selecting a method of payment for solid waste collection service, the second method as herein described shall apply.
