§ 25-19. Applications.

  • (a)

    Applications for a taxicab driver's license or airport bus driver's license must be filed with the commissioner of licenses on forms provided by the commissioner of licenses. Each application shall be signed and sworn by the applicant, who must:

    (1)

    Hold a New York State Class E driver's license, except that a driver of an airport bus must hold a New York State CDL license.

    (2)

    Be eighteen (18) years of age.

    (3)

    Be of sound physical and mental condition and not suffering from any infirmity of body or mind which might render him unfit for the safe operation of a licensed vehicle. An applicant shall, at his own expense, submit to a physical examination by a duly qualified physician and submit the resulting medical report as part of his application. Such physical examination shall have been conducted no more than three (3) years prior to the date of application. At the direction of the chief, an applicant at his own expense may be required to submit to a physical examination by a duly qualified physician and submit the medical report concerning his condition to the chief.

    (4)

    Be of good moral character.

    (5)

    Not be addicted to the use of drugs or intoxicating liquors.

    (6)

    Have a thorough knowledge of the laws of the state affecting or regulating the operation of motor vehicles, of the traffic ordinances of the city, and of this chapter.

    (7)

    Be able to read and write with understanding of the English language.

    (b)

    All applicants shall take and complete a taxi driver's orientation course as approved by the city of Syracuse.

    (c)

    The commissioner of licenses shall forward each application for a driver's license to the chief for review.

    (d)

    The commissioner of licenses shall issue a driver's license only to those applicants whose applications have been approved by the chief and who have complied in all other respects with the provisions of this chapter.
