Each applicant for a driver's license shall file with his application three (3) unmounted,
unretouched, color photographs of himself, approximately two (2) inches by two (2)
inches in size, of good quality, taken within one (1) month of the date of the application,
which reflects his appearance at the time of application. One (1) such photograph
shall be filed with the application by the commissioner of licenses.
