§ 2-3. Official municipal flag designated.

The following is hereby established and declared to be the official municipal flag of the city:
A flag of any suitable material five (5) feet by eight (8) feet in size composed of three (3) horizontal parallel bars, the top and bottom of blue and nineteen (19) inches wide, the central of white and twenty-two (22) inches wide, the central to have on it a twenty-one (21) inch city seal in black and yellow, and the flag to have a border of golden yellow fringe.
