§ 2-4. Custody of city flags.

The commissioner of public works shall be the keeper of the city flags and flag staffs. He shall see that the several flags are kept in good order. He shall not allow them to be used except as specified by ordinance. He shall see that each staff is properly painted and protected from decay and that suitable halyards are furnished for each staff.
