§ 38-4. Special district operation and development committee.

    Establishment of committee. A special district operation and development committee is hereby established to consist of fifteen (15) members appointed by the mayor, not less than eleven (11) of which shall be taxpayers or their agents within the special assessment district.

    2.

    General duties of committee. The special district operations and development committee is hereby authorized to make recommendations to the city concerning capital improvements to be constructed within the district; to prepare and recommend to the city an annual special district budget; and to make recommendations to the city concerning other matters essential to the successful operation of the district, including transportation and parking.

    3.

    Records. The special district operations and development committee shall make periodic reports and recommendations to the city, at least quarterly, concerning construction, operation, maintenance, promotion and enhancement of all special district improvements and related special district matters such as transportation and parking.

    4.

    Preparation of budget. The special district operations and development committee shall prepare an annual proposed special district budget for submission to the budget director of the city of Syracuse no later than ninety (90) days prior to the date on which the annual budget of the city must be submitted to the common council. Such proposed budget shall include:

    (1)

    Recommendations for construction of capital improvements for the ensuing fiscal year;

    (2)

    Estimates of cost of construction of such capital improvements (which estimates shall be prepared in conjunction with appropriate city agencies);

    (3)

    Estimates of special district operation, maintenance, promotion and enhancement costs for the ensuing year (with credit being given to the special districts for funds presently being expended by the city for operation, maintenance, promotion and enhancement functions during the present year or in prior years which are to be performed by the special district during the ensuing year);

    (4)

    Estimates of all other special district costs. All such estimates shall be itemized.

    Such annual proposed special district budget shall also include recommendations as to funds and other sources of revenue against which the costs set forth in the preceding paragraph "4" above should be charged, including, but not limited to the following:

    (1)

    Available federal funds and grants;

    (2)

    Available funds and grants from New York state;

    (3)

    Funds to be received from special district revenues;

    (4)

    Funds to be received by reason of special district assessments to be taxed against properties within the special assessment district according to the formulate previously established by the city.
